Panama Man Arrested for DWI, Leaving Scene of Accident, and Resisting Arrest

(WNY News Now) After a hit-and-run incident in Jamestown early Sunday morning, a Panamanian is charged with several offenses, including driving under the influence and resisting arrest.

New York’s Jamestown Officers from the Jamestown Police Department’s Third Platoon arrived at a car accident on West 3rd Street at around 12:00 a.m. on January 26, 2025. Officers found the implicated car had left the area when they arrived.

The Jamestown Police K-9 Unit found the suspect car on East 2nd Street at around 1:18 in the morning and started a traffic stop. It was found that the driver, Carlos J. Ruiz, 27, of Panama, New York, was operating the vehicle while drunk.

Ruiz allegedly resisted the arresting cops and fought with them physically before being restrained and taken into custody. After more research, it was discovered that Ruiz’s driving rights in New York State had been suspended because of prior DWI offenses. He was also wanted by the City of Olean on a felony charge.

Ruiz is charged with several offenses, including:


  • Leaving the Scene of a Motor Vehicle Accident

  • Driving While Intoxicated (DWI)

  • Aggravated Unlicensed Operation of a Motor Vehicle in the First Degree (AUO 1st)

  • Resisting Arrest

In order to await his arraignment in Jamestown City Court, Ruiz was taken to the Jamestown City Jail. The accused is deemed innocent until proven guilty in a court of law, just like everyone else who is accused of a crime.
