New Rules Simplify Military Base Access for Eligible Veterans and Caregivers

More than 4 million qualified veterans and their caregivers can now access military bases more easily thanks to new processes put in place by the Departments of Defense and Veterans Affairs as of November 1, 2024. These people can now sign up for recurring access, which makes future visits easier. Previously, they had trouble accessing installations to use services like commissaries, exchanges, and some Morale, Welfare, and Recreation (MWR) facilities.

Who Is Involved?

Purple Heart recipients, former POWs, eligible caregivers, and veterans with VA-documented service-connected disability ratings between 0% and 90% are the main beneficiaries of the policy. Although base access was already available to veterans with 100% service-connected disability, this extension, which was started in 2020, gave rights to a larger group.

Procedure for Enrollment

Using their VA-issued Veteran Health identity Card (VHIC), a REAL ID-compliant driver’s license, or a non-driver’s identity card, eligible veterans can sign up for recurring installation access. Veterans and caregivers without a VHIC can still finish the enrollment process at the installation’s visitor center by using an ID that complies with REAL ID. Once enrolled, these people don’t need to be processed again because they can show the same credential at the gate on future visits.

Context

Legislation passed in 2020 increased on-base payments from 0% to 90% for veterans with service-connected impairments, Purple Heart recipients, former POWs, and specific caregivers. However, some people found it impossible to take use of these benefits due to inconsistent base access methods. By offering a uniform and effective access procedure across military installations, the new regulations seek to alleviate these problems.

Implications

By making it simpler for qualified veterans and their caregivers to access facilities and services on military bases, this initiative is anticipated to improve their quality of life. Additionally, it demonstrates the Departments of Veterans Affairs and Defense’s ongoing dedication to helping those who have served the country.
