Rochester Business Owner Admits to $3M Tax Fraud Scheme

Rochester, New York (WNY News Now) According to U.S. Attorney Trini E. Ross, a business owner from the Rochester area has entered a guilty plea to filing a false tax return, acknowledging that they concealed more than $3 million in earnings. Anthony Carnevale, 53, of North Chili, could be fined $250,000 and imprisoned for up to three years.

Between 2017 and 2021, Carnevale, the proprietor of VIP Maintenance Inc., doing business as College Bound Sealers, neglected to disclose $3,000,580 in revenue from client payments. By cashing consumer checks, paying fees to a check-cashing company, and giving out more than $2.1 million in cash salaries to staff members, prosecutors said he misappropriated the money. Carnevale kept almost $731,000 for his own use, leaving $499,173 in unpaid federal taxes, which included $327,956 in payroll taxes and $171,217 in personal income taxes.

Under the supervision of Thomas Fattorusso, Special Agent-in-Charge, New York Field Division, the Internal Revenue Service conducted an investigation that led to the plea.

Chief U.S. District Judge Elizabeth A. Wolford will sentence Carnevale on March 18, 2025.
